SOA, BPM and business users

Joe McKendrick's blog had an interesting post today on getting business users involved in application development. The problem is the difference perspectives needed for business and IT folks. Business people don't want to assemble applications, they want to run their business! If IT can let them do things like maintain business rules, modify business processes or even assemble applications in ways that feel like "just part of running the business" then they will do these things. Otherwise we'll just keep on coding....

I have blogged about this difference in perspectives before, and commented on why just letting programmers work on these things does not work either. As Joe points out, does everyone even want to be a programmer?
