Remarks
This function calls XPRB.init() and arranges for XPRB.finish() to be called from the new instance's Dispose function. With this you can easily and safely control the lifetime of BCL like so: 
using (XPRB bcl = new XPRB()) {
    ... // use BCL here
} // BCL automatically released here.
