Returns the index for a specified row or column name.

The row or column index number. A value of
-1 will be returned if the row or column does not exist.

Further information
1. Names are case sensitive, and the names of internal functions are upper case, e.g.,
COS.
2. To get the index of a variable, constraint or sos object, use
obj.index.
