0 if function executed successfully, 1 otherwise.
Example
The following code sets the value of variable
x1 to
20.

Further information
This function fixes a variable to the given value. It replaces calls to
XPRBsetub and
XPRBsetlb. The value
val may lie outside the original bounds of the variable.
