 This function returns the matrix row number of a constraint. If the matrix has not yet been generated or the constraint is not part of the matrix (constraint type
 XPRB_N or no non-zero terms) then the return value is negative. To check whether the matrix has been generated, use function
 XPRBgetprobstat. The counting of row numbers starts with
