 The following defines an index set with space for 100 entries.
 
 XPRBprob prob; XPRBidxset iset; ... iset = XPRBnewidxset(prob, "Set", 100);
  Further information
 
 
 This function creates a new index set. Note that the indicated size
 maxsize corresponds to the space allocated initially to the set, but it is increased dynamically if need be. If the indicated set name is already in use, BCL adds an index to it. If no name is given, BCL generates a default name starting with
 IDX. (The generation of unique names will only take place if the names dictionary is enabled, see
 XPRBsetdictionarysize.)
