 The value to be used as the
 adr parameter for a subsequent call or
 NULL when all rows have been enumerated.

 This function returns the next row information (constraint reference and row number) in the matrix. The second parameter is used to store the current location in the table: the value returned by the function has to be used as input for the subsequent call until the function returns
