  Some encryption algorithms require an initialisation vector (IV) in addition to the encryption key. Like the key, the IV is an array of bytes of a fixed size. This function returns the length (in bytes) of the IV required by a given symmetric cipher algorithm. A return value of
 -1 indicates an unrecognised algorithm name: this property can be used to check whether a given algorithm is available.
