1. This procedure "unloads" the optimizer by releasing all the resources it has allocated for its processing (internal representation, solution information, working files).
2. This procedure resets the control parameters
XPRS_EXTRACOLS,
XPRS_EXTRAROWS,
XPRS_EXTRAELEMS to their default values.
