Purpose
Get an attribute during parsing of an element.

Further information
1. This procedure can only be used from the
open element function while parsing an XML document with the
xmlparse function.
2. With the first syntax, the attribute index
ndx is returned by the procedure (both its name and value). This index value must range between
1 and the last index as passed to the
open element function. With the second syntax the name of the attribute to retrieve is given to the procedure. An empty string is returned if this attribute is not defined for the current element.
