Further information
1. This function calls
XNLSinit, it is therefore not necessary to initialise the library when using this routine.
2. Under Windows the arguments including wildcard characters are expanded (on Posix systems this is done by the shell). As a consequence the number of arguments
argc may be increased by the call.
