If no initial value is given for an SLP variable, then the initial value provided for the "equals column" will be used. If no such value has been provided, then
XSLP_DEFAULTIV will be used. If this is above the upper bound for the variable, then the upper bound will be used; if it is below the lower bound for the variable, then the lower bound will be used.
