Create a new attachment either on the scenario or app. The value passed into this action will return unchanged.

| filename | A name for the attachment (not including a file extension). If not specified then a filename will be generated. | accepts expression | |
| scenario | The scenario to create the attachment in when scope="scenario", defaults to the first scenario. You can specify either a scenario id or the current position of the scenario on the shelf. | accepts expression | |
| scope | The scope of the attachment to create. Either "app" or "scenario". Defaults to "scenario". |
