Description
Simplex: This determines which basis to use for the next iteration. The choice is between using that determined by the crash procedure at the first iteration, or using the basis from the last iteration.

Problem optimization starts from the first iteration, i.e. the previous basis is ignored.

The previously loaded basis (last in memory) should be used.

Use the previous basis only if it is valid for the current problem (the number of basic variables must match the number of rows).

This gets reset to the default value after optimization has started.
