This bit vector control specifies whether to randomly permute rows, columns and global information when starting the presolve. With the default value
0, no permutation will take place.

Random permutations enable trying out different solution paths when solving a problem. The random seed for the permutations can be set using
PREPERMUTESEED. When both
PRESORT and
PREPERMUTE are enabled, it will sort and then permute the problem.
