Either the filename of the application .zip file, or a BinaryIO from which the application .zip data will be read.

app_name
|
The app name to use. By default, this name is used only if no name is present in the app configuration.

override_app_name
|
Whether to use the supplied app name instead of any name found in the app configuration.
|
Information about the newly-created app and any informational messages generated during creation.
This function may raise the following errors:
