Add a single row to the problem.

Parameters

row
Type:  Optimizer.XPRSprob.RowInfo
The row to add.
name
Type:  System.String
The name for the new row, can be null.

Return Value

Type:  Int32
The index of the newly created row.
Exceptions
Exception Condition
if row cannot be added.
