Purpose
Returns the current basis status for a specific column or row.
Synopsis
getbasisval(prob, row, col)
Arguments
prob 
The current problem.
row 
Row index to get the row basis status for.
col 
Column index to get the column basis status for.
Return value
A list with the following elements:
rowstat
The row basis status.
colstat
The column basis status.
