MSP Control Parameters
This is the tolerance on the value of integer, semi-continuous, partial and semi-continuos integer variables and SOS variables. If one of these is less than or equal to
FEASTOL in absolute value, it is treated as zero.

MSP_SOL_MIPTOL when a solution is added by the user via routines
XPRS_msp_loadsol and
XPRS_msp_readslxsol.
