Create an XPRBrelation from a number and an XPRBvar.

t1
Type:  System.Double
The lhs number.

The rhs XPRBvar.

Type:  XPRBrelation
The resultant XPRBrelation.
Remarks
This is usually used when creating constraints directly in the method call.
Examples
XPRBvar var = new XPRBvar("Variable1"); XPRBrelation rel; ... rel = 3.7 >= var;
