Create an XPRBrelation from an XPRBexpr and an XPRBvar. Less than or equal to.

l1
Type:  BCL.XPRBexpr
The lhs XPRBexpr.
vl2
Type:  BCL.XPRBvar
The rhs XPRBvar.

Return Value

Type:  XPRBrelation
The resultant XPRBrelation.
Remarks
This is usually used when creating relations for those languages that do not allow operator overloading.
