Create an XPRBrelation from an XPRBvar and an XPRBterm.

Type:  BCL.XPRBterm
The lhs XPRBterm.
v2
Type:  BCL.XPRBvar
The rhs XPRBvar.

Type:  XPRBrelation
The resultant XPRBrelation.
Remarks
This is usually used when creating constraints directly in the method call.
