Development Systems and SSO
Development systems using SSO have one additional behavior to improve the developer workflow. The user who uploads an app to the system is recorded as the app's owner and is granted implicit app membership. This guarantees that developers can access the apps that they have uploaded, without requiring the APP_ALL authority.
