If a variable is at its step bound and within the absolute delta tolerance
XSLP_ATOL_A or closure tolerance
XSLP_CTOL then the step bounds will not be further reduced. If the DJ is greater in magnitude than
XSLP_DJTOL then the step bound may be relaxed if it meets the necessary criteria.
