ChgCoef(Variable, Variable, Double) Method

Change coefficient for a quadratic term in this row. If v1 and v2 are the same, then the diagonal coefficient for (v1,v2) is set to newCoef. Otherwise the off-diagonal coefficients for (v1,v2) and (v2,v1) to newCoef/2, each.
