Returns a single coefficient in the constraint matrix.

row: constraint 
Row of the constraint matrix.
col: var 
Column of the constraint matrix.

coef: float 
The coefficient.
Further information
1. It is quite inefficient to get several coefficients with the problem.getCoef function. It is better to use problem.getCols or problem.getRows.
2. Argument row may contain either xpress.constraint objects or integer indices.
3. Argument col may contain either xpress.var objects or integer indices.
