Initializing help system before first use

Compiler and runtime libraries have been merged

Starting with this release the two Mosel libraries (xprm_rt and xprm_mc) have been merged into a single entity (xprm). This modification essentially impacts the deployment of products embedding Mosel (only one library needs now to be included) and compilation procedures of C-programs using these libraries (programs have to be linked with xprm instead of xprm_rt and xprm_mc). This simplification also requires updating of the source of C-programs: only the header file "xprm.h" has to be included (instead of "xprm_rt.h" and "xprm_mc.h").

Except for "xprm.h" and "xprm_ni.h", all mosel-related C header files have been moved to the mosel subdirectory. Source of user modules depending on module headers have to be updated accordingly. For instance the location of "mmsystem.h" is now "mosel/mmsystem.h" under the include directory of the Xpress distribution.
