Add/remove launch permission of an image to a user
Synopsis
function setLaunchPermission(ecf:EC2Conf, what:boolean, imgid:string, userid:string):boolean
Arguments
ecf 
An AEC2 configuration
what 
true: add permission; false remove permission
imgid 
Id of the image
userid 
Id of the user to add or remove permission
Return value
true if operation succeeded.
