Initializing help system before first use

getscale

Purpose
Retrieves scaling information about the currently loaded problem.
Synopsis
procedure getscale(options:integer, scaling:array(set of integer) of integer)
Arguments
options 
Bitmap, matrix data to include: +1 for coefficients, +2 for RHS and +4 for objective
scaling 
Array where scaling information is returned.
Further information
The indices of the returned array indicate buckets of powers of 10. For example, if scaling(3) is 11, then there are 11 elements in the range of [100, 1000]. The scaling array needs to be declared dynmaic.
