read_binary

Purpose
Read a file in Mosel binary format to a Python dictionary.
Synopsis
function read_binary(path) -> dict
Argument
path 
Input file path
Return value
Dictionary with decoded values
Example
Read binary file created by Mosel: 
data = mp.read_binary("output.bin")
print(data)
