Controls if the Optimizer should make indefinite quadratic matrices over binary columns positive definite when it is possible. This is achieved by making the matrix diagonally dominant and it enables solving nonconvex quadratic problems with binary columns without relying on linearization or resorting to the Xpress Global Solver.
