When a partial or infeasible user solution is added with
XPRSaddmipsol, a local search heuristic will be applied to the problem in an attempt to find a feasible, integer solution that either completes the partial solution or is close to the infeasible solution. Whether to run such a heuristic, or how much effort to put into the heuristic can be controlled by this
USERSOLHEURISTIC parameter.
