Purpose
Used to change the type of a row in the matrix.

Arguments
rowind 
Integer array containing the indices of the rows.
rowtype 
Character array giving the new row types:
L 
indicates a ≤ row;
E 
indicates an = row;
G 
indicates a ≥ row;
R 
indicates a range row;
N 
indicates a free row.
Further information
1. A row can be changed to a range type row by first changing the row to an R or L type row and then changing the range on the row using problem.chgRHSRange.
2. Argument rowind may contain xpress.constraint objects instead of indices.
