Purpose
Returns the right hand side range values for the rows in a given range.

Arguments
first 
First row in the range.
last 
Last row in the range.
Return value
rng 
Double array of length last-first+1 containing the right hand side range values.
Further information
1. Range values are defined as the upper limit of the row range minus the lower limit, which is always non-negative. For equality rows, the range is 0. For inequality rows and nonbinding rows, the range is xpress.infinity.
2. Arguments first, last may contain xpress.constraint objects instead of indices.
