Purpose
Creates a less than or equal to constraint from two expressions.
Synopsis
constraint = xpress.leq(lhs, rhs)
Arguments
lhs 
Left-hand side expression.
rhs 
Right-hand side expression.
Return value
constraint 
A constraint that enforces lhs <= rhs.
