During a multi-objective solve,
OBJSTOSOLVE will be equal to the number of distinct objective priorities, exluding objectives with zero weight (which are considered to be disabled). This can be fewer than
OBJECTIVES, since all objectives with the same priority are combined into a single objective and solved at once.

Outside of a multi-objective solve,
OBJSTOSOLVE is set to zero.
