Fraud on the Increase but Romania Holds Tight
Romania has kept a steady hand on its fraud losses, seeing a small increase (16.8M RON from 16.4M RON) but one that is in line with the overall payments increase from 2024 to 2025. Basis points are incredibly low, at 0.23. The majority of fraud loss sits with Card-not-Present fraud, at 93% of all card fraud loss. Phishing is a major concern for consumers in Romania, with fraudsters tricking victims into divulging card information and OTPs.
In its 2025 report, the Fight Against Fraud Department continues its commitment to fighting fraud in Romania and to cooperating with European bodies such as the European Anti-Fraud Office. This is a promising initiative from Romania, and it’s good to see regular engagement and reporting to demonstrate its commitment to the National Anti-Fraud Strategy (2023-2027)
