Stable but Value of Losses Remains a Concern

 

 

Overall card fraud losses in France plateaued between 2023 and 2024 amid higher consumer card spend than ever before (+13%). France continues to report a high card fraud rate at 4.25 basis points (bps)—the second highest in Europe, surpassed only by the United Kingdom.

While total losses have declined from the COVID-19-era peak of €428 million in 2020, they have now levelled off at €409 million, positioning France as the country with the second-highest absolute card fraud losses in Europe.

Card Not Present (CNP) fraud remains the dominant threat, accounting for 76% of total fraud losses by value, reflecting a broader European trend. This is largely driven by the ongoing rise in social engineering and phishing attacks, which continue to exploit vulnerabilities in digital consumer behaviour.

In balance to this increase in CNP attacks, losses from other fraud types—identity theft, lost & stolen cards, and counterfeit card fraud—have declined to historic lows in France in 2024. This shift further illustrates fraudsters' growing reliance on manipulation-based methods over physical or identity-led fraud.
