Norway’s CNP Fraud Shows No Signs of Dying Down

 

 

Norway has experienced a dramatic increase in fraud losses from 2021 to 2024, averaging an 18.5% increase per year (although this has slowed to an increase of around 7% from 2023-2024). Its fraud rate, at just under 2.5 basis points, remains well below the levels observed in the UK, France, and Denmark. Losses now sit at 304.1M NOK and are almost entirely driven by CNP fraud. Card present fraud has remained very low for several years now and it’s expected to continue this way.

Norway continues to face a distinct threat landscape shaped by targeted scams and social engineering. The country’s previous exposure to vishing, phishing, and call-based fraud highlights the importance of tailored, intelligence-led defences.
