Slow and Steady Rise in Card Fraud

 

 

In 2024, Ukraine's fraud landscape showed moderate growth with total losses reaching 169 million UAH, representing a 4% increase from 2023. This year, Card Not Present fraud (still the dominant threat) grew by 6% to reach 117 million UAH. Identity fraud remained the second most significant concern at 14% of total losses (23.00 million UAH), while counterfeit card fraud continued its gradual decline, now representing just 8% of losses compared to 9% in 2021.

Looking ahead, financial institutions in Ukraine should prioritize implementing robust digital authentication technologies, behavioural analytics and transaction monitoring systems specifically designed to combat sophisticated online fraud schemes, while maintaining appropriate controls for identity fraud, which continues to be a substantial secondary concern in Ukraine's fraud ecosystem.
